Job Summary

The Carrier Relations Programmer Analyst provides ongoing design, development, and support of web based database applications, with responsibilities including business requirements development, design, development, implementation, maintenance, and administration. He/she develops and maintains database applications and researches, gathers, analyzes, manipulates, and presents data to provide accurate managerial, financial, and operational reporting for purchased transportation decision-making.  The Carrier Relations Programmer Analyst develops databases in a Rapid Application Development (RAD) environment while taking ownership of supporting processes and procedures. He/she must identify customers’ needs, and provide feasible alternatives project scope input and feedback to project owners. With limited supervision, he/she must learn and apply knowledge of technology quickly, and meet deliverables completion commitments. 

Job Duties/Responsibilities and Skills

Designs and Develops Web Applications       

  • Collaborates with users to design applications and to produce flexible design templates for displaying data efficiently.
  • Writes sustainable and scalable code to handle business rule and scope changes.
  • Gathers and reviews user requirements and produces storyboards and mock sites for testing and approvals to ensure applications meet business needs and user expectations.
  • Coordinates with external data groups for import and export of web application and existing enterprise data using SSIS.

Develops and Manages Data

  • Pulls and scrubs data into SQL Server databases using SSIS.
  • Creates scalable solutions based on business specifications, knowledge, and available data to support purchased transportation decision-making.
  • Designs and builds databases to support web applications with foundation designs that allow implementation of future business rule changes.
  • Writes stored procedures to generate usable and meaningful data views to ensure applications are readable and easily understood.
  • Performs data source analysis, creates and designs reports, and resolves data issues.
  • Develops applications with functionality that ensures data requests are clear, determines available data, demonstrates how to use and understand data, and maintains consistent data standards.

Creates Managerial and Operational Database Reports

  • Interacts with UPS departments and users to gather report requirements.
  • Analyzes and designs data and report layouts to meet users' expectations.
  • Develops reporting applications to deliver data to users.
  • Utilizes SSRS to generate reporting.
  • Evaluates, codes, and decodes to explain, organize, and present data in web applications and repositories, allowing users to query and obtain data efficiently.

Supports and Maintains Existing Databases and Processes

  • Develops an understanding of existing applications to ensure applications are maintained effectively.
  • Executes and monitors production processes to ensure production sites have up-to-date and correct data.
  • Investigates user application issues to provide resolutions and to ensure applications meet user expectations.
  • Resolves application issues.
  • Removes application bugs to ensure future production releases are error-free.
  • Documents database application processes to assist developers with understanding applications.
  • Teaches business rules to users to ensure applications are utilized effectively.

Management Role

  • This position may supervise specialists and or administrative staff.          

General Requirements and Competencies

Intermediate/3+ years of experience in systems analysis, applications development, and systems architecture.

  • Intermediate/3+ years technical expertise in web applications development in .NET and/or Cold Fusion.
  • Expertise in web technologies – Visual Studio, Microsoft Management Studio, HTML, JavaScript, SSRS, CSS2, and Source Control software (Source Safe etc)
  • Experience in SQL 2005 – performance tuning, SSIS, stored procedures, triggers, database design.
  • Solid understanding of Web administration setup and optimization.

Education

  • Bachelor's Degree - Computer Science, MIS, or a related discipline.
BASIC QUALIFICATIONS:
  • Authorized to Work in the U.S.
