Estimating & Pricing Specialist 3
This is an Engineering Operations & Technology (EO&T) Boeing Research and Technology (BR&T) Estimating and Pricing
Level 3 position. Develops estimates and forecasts and performs pre-proposal cost trades. Identifies and coordinates with functions involved in implementing the statement of work, identifying significant cost drivers, determining best estimate approach, preparing basis of estimate and independently preparing estimates and risk assessments. Prepares make/buy financial analysis and target cost/cost trades. Prepares presentation package and supports estimate during review or fact finding. Evaluates customer technical and proposal requirements. Applies appropriate pricing methods, conducts analyses and develops pricing instructions. Reviews estimates, terms, conditions, ground rules and assumptions. Applies rates and factors to cost elements and assembles proposals by integrating appropriate documentation. Provides guidance on fee strategy and pricing. Supports fact-finding, negotiation and post-award audit activities. Develops and maintains estimating and pricing methods and effective internal controls to ensure compliance. Develops estimating and pricing policies. Identifies and resolves pricing system issues. Communicates government regulation changes. Develops and delivers estimating and pricing system training. Develops new estimating and pricing system tools. Participates in internal control audits. Coordinates program database requirements. Collects and analyzes cost and non-cost data in structured systems and maintains historical data for use by estimators. Uses business plan data and forecasts to develop rates and factors for use in estimates, pricing and proposals. Develops and evaluates business cases by using a wide range of qualitative and quantitative techniques to perform risk, financial and competitive analyses. Provides business decision recommendations and identifies methodologies for use in estimating and analysis. Works under general direction.

• Estimating Databases
Complete knowledge of various database content for use in preparing, comparing, and selling an estimate in order to select the most appropriate database and adjust the selected data (e.g., requirements differences, time, process improvements) for the program being estimated.
• Estimating Methods
Complete knowledge of estimating techniques and relationships used in practical application (e.g., cost models, cost estimating relationships).
• Pricing Methods Ability
Complete knowledge of pricing methods (e.g., cost based, fee based, value based, comparative based, market based pricing) in order to recommend the appropriate approach.
• Proposal Processes
Complete knowledge of government, company, and local policies, procedures, and regulations (e.g., Estimating system manual, FAR, DFAR, TINA, ITAR, Procurement integrity, Export Compliance) relating to the development of cost proposals. Complete knowledge of proposal, accounting, and rate development (common systems). Complete knowledge of audit, fact-finding, and negotiation processes (e.g., self audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.
Basic Qualifications For ConsiderationDo you have at least 2 years experience in estimating, pricing or procurement financial analysis?
Typical Education/Experience
Bachelor's and typically 6 or more years' related work experience, a Master's degree and typically 4 or more years' related work experience or an equivalent combination of education and experience.
Other Job related information
An ability to obtain an interim and/or final clearance (post-start) is required for this position - US Citizenship Required or equivalent (Refer to Security Clearance Definitions link above). Requires strong estimating and pricing skills. Some travel will be required. This position will be located at one of the major sites listed. Location will be determined based on selection of candidate.
