Procurement Price Analyst 4
The Subcontract Price/Cost Analyst evaluates each subcontractor proposal cost element (including material, labor, O.D.C.'s, overhead rates and factors) for reasonableness and compliance with Government pricing regulations. The Analyst generates a cost analysis report, establishing a fair and reasonable range to support negotiations for a product or service.
The Analyst supports in-depth proposal fact-finding to obtain all required cost elements to perform the analysis, including analysis of historical records and current processes and practices. The analyst reviews technical analyses and audit reports to assist in the evaluation. The analyst further supports the price negotiations held with the supplier, requiring significant interface with NG Procurement and supplier senior leadership and program team personnel. Additionally, the selected individual will travel to subcontractor facilities for the purpose of conducting fact-finding and negotiations support.
Required Skills:
• Comprehensive knowledge of price/cost analysis principles including best practices to analyze cost elements on a wide range of contract proposals and modifications
• Solid MS Excel and Word expertise
• A thorough working knowledge of the manner in which cost proposals and elements of cost are assembled and analyzed
• Knowledge of rates and factors such as material burden, labor overhead and G&A
• Maintains an appropriate degree of knowledge regarding the Federal Acquisition Regulation (FAR), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures
• Communication and leadership skills such that he/she is comfortable in Leading /or Supporting Subcontract Fact-finding/Negotiations on multi-million dollar proposals
Basic Qualifications: Bachelor's degree with 8 years relevent experience
