Program Planning and Control Office Manager
Prepares, develops and coordinates the integrated master plan and integrated master schedule to meet all program objectives. Ensures major projects and program schedules and plans are horizontally and vertically integrated across company functional groups including finance, engineering, material, manufacturing, and quality. Tracks plans and schedules, performs risk analysis, identifies and resolves critical path and network logic conflicts. Utilizes Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.
Description: Responsibilities include formulating and enforcing work standards, reviewing work discrepancies, supervising contractor schedules, supervising contractor personnel and communicating policies, purposes and goals of the organization to subordinates. Responsible for specific areas of work. Experience in leading teams composed of administrative and technical professionals who have been involved in analyzing, designing, developing, integrating, training, testing, documenting, implementing and maintaining complex systems and/or processes.
Responsibility: Accountable for providing the tools, processes, procedures and trained personnel for receiving, assessing, categorizing, prioritizing, scheduling, and tracking all work requests using T-MIS as the functional owner; work in collaboration with the Programs Integration Officer to develop, maintain, and update as necessary the TOSC Integrated Master Schedule throughout the program life cycle; maintain accurate and timely tracking of work requests for both internal and external customers; collecting and reporting key performance indicators and program health metrics; and functional owner of configurations management policies and processes.
Authority: For assigned staff, recommend hiring, termination, promotion, and incentive awards; timesheet approval; authorize work assignments and task expenditures; and responsible for the accuracy and timeliness of all assigned projects, reports, plans, and metrics.
Basic Qualifications: A bachelor's degree with 3 or more years of experience in progressively challenging technical and management positions, including successfully managing people. Degree requirement may be waived if work experience demonstrates a high confidence for success.
