As a member of the leadership team, this role is accountable and has shared responsibilities for ensuring reliable and cost effective operations while meeting or exceeding Safety, Environmental, Responsible Care? and Quality standards.
The Reliability Manager, Refinery Services Northern US is responsible and accountable for leading and managing the Mechanical Reliability function in the Northern US to achieve or exceed budgeted maintenance and production targets at each site in a safe cost effective manner. The incumbent administers the policies and standards as well as legislated requirements to ensure reliability and mechanical integrity of the assets.
Based out of Toledo, the incumbent will have overall management of the Maintenance Department, and procurement of all plant materials, supplies, and equipment. The manager will also be responsible for evaluating reliability and procurement processes with the focus on operational reliability and continuous improvement, implementing industry best practices where practical.
The position oversees and supports three facilities of moderate (2) to significant (1) complexity and total annual maintenance budgets of approximately $3.0 MM.
DUTIES AND RESPONSIBILITIES:
Safety Health and Environment Supports developing, promoting and carrying out policies to ensure that the facility is in compliance with Responsible Care, safety, environmental and regulatory requirements at all times.
People/Supervisory This position provides direct oversight of Reliability and Maintenance matters at all Refinery Services Northern US facilities. The position oversees and supports three facilities of moderate (2) to significant (1) complexity. This role serves as temporary support relief for Maintenance Supervisor as needed. Reporting to the Reliability Manager are:
Accountable for the development, performance management, and succession planning for all personnel in the department.
Functional
Reliability / Maintenance ? Works with Facility Managers and Technical Resources to improve / optimize plant processes and reliability including reduction of plant downtime and cost reduction through the development and implementation of equipment integrity programs. ? Set up and establish an effective Reliability Centered Maintenance ( RCM ), Total Productive Maintenance ( TPM ), and Preventive / Predictive Maintenance programs ? Develop and oversee a parts and supplies inventory for each facility ? Set up and manage the Computerized Maintenance Management System ( CMMS ) ? Ensures that the Reliability group interacts with Cross Functional Teams to establish work priorities based on equipment performance and concerns. ? Take a leadership role in representing area commitments to safety, reliability, and production with respect to long term projects that will eventually be handed over to the area/facility for operation and maintenance. ? Creates a productive human resource environment through leadership, mentoring, motivation, guidance and ensures the proper utilization of human potential. ? Hands-on troubleshooting of equipment using traditional machine reliability methods and vibration analysis ? Ensures root cause failure analyses and lessons learned from past equipment failures are communicated to appropriate stakeholders and retained to minimize the likelihood of recurring failures. ? Develops and regularly reviews key reliability performance indicators to demonstrate the effectiveness of the maintenance activity and audits reliability programs and commitments. ? Manage and oversee large capital equipment projects (major installations) and ensures proper turnover and integration into existing reliability programs. ? Ensure documented maintenance programs and procedures are in place to effectively maintain the complex with a focus on preventative rather than reactive activities. ? Maintain a historical data file on all equipment in the facilities. ? Ensure Toledo Reliability and Engineering team engagement with turnaround scope optimization and success with the highest safety, engineering, mechanical integrity, schedule and cost standards. ? Under the guidance of the Director and Technical Resources, submits, implements and completes capital and maintenance projects safely, on time and within budget. ? Develop an annual maintenance plan budget and manage spending within the approved budgets at each facility ? Manages plant modifications utilizing the established Management of Change Process (MOC) and other Process Safety Management Systems. ? Leads reliability root cause analysis and continuous improvement efforts. Participate in and promote a plant philosophy and culture that focuses on Operational Excellence, particularly in the engineering and maintenance areas. ? Networks, shares and applies best practices with colleagues at other Marsulex sites. ? Estimate materials and man-hours for maintenance work orders and coordinate material requirements to permit efficient maintenance scheduling and performance. ? Direct assigned staff within the framework of the Company Union contract to obtain optimum performance. ? Choose and direct the contractor efforts needed to maintain and improve the plants, buildings and grounds. ? Provide rotational coverage and assistance with the plant On-Call schedule. ? Provide supervision and assistance to the rail function. ? Maintain good housekeeping practices in all areas of responsibility including 5S auditing
Requirements:
EDUCATION, EXPERIENCE, and COMPETENCIES:
Education Bachelor degree or higher in Mechanical/Chemical Engineering
Experience Minimum of Ten (10) years of experience in the Chemical or Oil & Gas Industry related to Reliability. In addition the successful candidate will have: - Knowledge of ASME Class VIII Div I/ & II, B31.1, B31.3 and API Codes. - Exposure to a chemical operating plant environment and rotating equipmen - Supervision experience - Familiarity with predictive maintenance and risk based methods - Experienced in the use and implementation of advanced maintenance and reliability systems and practices (e.g. SAP, CMMS INFOR, Microsoft Office, Microsoft Project, Visio, etc.) - Excellent leadership skills, with particular focus on: o High performance, change agent o Group facilitation and multi-functional project management o Verbal and written communications skills o Coaching, mentoring, and performance management
