Summary:
Sr. Manager Project Management Office provides business and technical leadership for high-priority, complex and cross-functional project portfolio to support the facility strategy for new product introductions. Accountable for overall project portfolio performance including milestone hit rate, project resource management, financial achievement and is a liaison for management and other internal and external stakeholders. Member of Division Project Management Community. Manages the site project governance process including Approval, Prioritization and Initiation of new projects, through Close Out. Oversees and drives key strategic business portfolio processes. Manages Project Steering Committee process and meetings. Provides input and drives new processes requiring cross-functional input and development of technologies. Owns the PMO communication plan. Oversees Project Management training plan and conducts key training. Coordinates project portfolio and defines, develops, manages and continuously improves leading indicators of project success. Manages CAPEX process including all small/medium/large capital-funded projects. Aligns, synergizes with QLP initiatives via the Director, Implementation.
Essential Duties & Responsibilities:

•Oversees the Project Management Office. •Supports strategic planning for facility with respect to projects. •Interfaces with management within and outside the facility to coordinate portfolio priorities, communications, and integrate project management as a core competency within functions and projects. •Accountable for milestone hit rate at facility level. •Responsible for leading cultural change of project management. •Establishes critical business processes to support excellence in project execution. Performance Management

•Participates in the evaluation and feasibility process for potential projects. •Provides clear direction on project requirements to meet expectations of external customers and business stakeholders. •Interacts through program and/or project updates and reviews with all levels of management. •Drives implementation of projects by establishing strategy, schedules, budgets, and financial analysis. •Drives use of Baxter's Project Management Methodology throughout projects. •Approves team deliverables for project completion. Risk Management

•Leads team in risk management approaches and systems. •Responsible for making decisions regarding the appropriate risk when there is substantial project or program impact. •Administration •Serves as a champion of Baxter's Project Management Methodology and associated Project Management Office processes, recognizing how project results seriously impact the overall success of the organization. •Recommends, implements, and manages the appropriate program or project structure and standard performance metrics throughout all phases from initiation to scale-up. •Ensures appropriate linkages of this information to the project prioritization and/or portfolio process. •Maximizes business results through continuous improvement in organization's ability to execute projects and programs from initiation to completion and production scale-up. Human Resource Management

•Manages internal teams at remote locations. •Selects, develops, and manages direct reports when applicable. •Executes effective management of dual line reporting relationships. •Develops future project management capabilities of direct and indirect reports. Finance Management

•Provides financial analysis and justification for new projects or programs. •Purchases supplies and equipment as needed. •May be cost center manager. Issue Resolution

•Eliminates or minimizes barriers to progress. •Anticipates potential conflict situations, identifies and acts on proactive solutions. •May perform other duties as assigned.

Job Requirements
Qualifications:

•Knowledge of cGMP manufacturing. •Must have the ability to correctly complete high school-level mathematics. •Must be able to read and follow detailed written instructions and have good verbal/written communication skills. •Must be able to read, write, and converse in English. •Must be able to navigate, conduct searches, and fill on line forms on Personal Computer for the purposes of training, performance management, and self service applications. •Must have the ability to navigate electronic mail systems and intranet for communication purposes. •Advanced word processing skills. •Advanced spreadsheet skills. •Advanced typing skills. •Good interpersonal skills and be able to work effectively and efficiently in a team environment. •Must have ability to lead cross-functional teams. •Must have the following personal attributes: integrity and trust, work ethic, sound judgment, intellectual honesty, pragmatism, courage and conviction. •Must have passion to innovate and drive for solutions. •Must display personal accountability for results and integrity. •Must display eagerness to learn and continuously improve. •Must have uncompromising dedication to quality. •Must have relentless focus on rapid and disciplined action. •Must have respect for individuals and the diverse contributions of all. Education and/or Experience:

Bachelors Degree required, Masters Degree preferred. Degree in Engineering or Science preferred. Minimum 8-10 years of project management experience.

PMP, IPMA, or equivalent certification.
Working Environment

•Normal office environment. •May be required to travel for business reasons, e.g. training and meetings. •May be required to enter controlled or clean room environments requiring special gowning. Will be required to follow gowning requirements and wear protective clothing over the head, face, hands, feet and body. No make-up, jewelry, contact lenses, nail polish or artificial fingernails may be worn in these work environments. •Inside working conditions. •May be required to work or be assigned to a different shift as needed. •Will have interaction with other people. •Pace may be fast and job completion demands may be high. •Physical Demand •The overall physical exertion of this position is light work. •May be required to lift and carry up to 30 pounds at a time when completing the following job duty: carrying Planning Session or Training supplies or project binders. •May be required to push up to 50 pounds when completing the following job duty: preparing for Planning Sessions or Training and setting up the conference room. •May be required to use hand / fingers frequently when completing the following job duty: typing on desktop computer or laptop keyboard. •May be required to stand occasionally when completing the following job duty: running Planning Sessions or Training.
