Job Description:
General Purpose of Position:
Responsible for design, development, testing and releasing of the more complex engineering projects. Work involves a considerable amount of creativity and initiative. Exercise a high level of independent judgment, with little guidance from supervisor. May have both technical and administrative direction over a small group of design engineers to non-recurring design investigations.
Major Duties and Responsibilities:
. Provide long term planning and product development to support defined market segments.
. Support annual budgeting and portfolio process.
. Lead overall technical development of locomotive models on projects driven by market demands for feature enhancements, reliability improvements, and customer extras.
. Work in a broad cross functional environment interfacing and negotiating with the commercial parts of the organization, project management, the multi-disciplinary engineering organization, operations, and the supplier community.
. Clarify and negotiate customer requirements. Develop, release, and maintain technical specifications.
. Estimate resources required to execute a project, and work with project management to develop work plans and schedules.
. Create and develop new design concepts managing technical integration of the product during development. Product design solutions must be balanced to meet the objectives of reliability, performance, and cost, while meeting budget, project cost, and schedule constraints.
. Oversee and audit end product verification through customer acceptance testing.
. Oversee and administer activities of other Systems Engineers
. Administer personnel performance reviews and participate in recruiting engineers.
Key Job Elements Specific to the India Assignment:
. Lead the group of engineers located in India. Participate in the development of the engineering office in India including staffing, training of personnel, and refining the role of the India office and the working process between this office and the offices in the USA and elsewhere in the world.
. Be the expert in understanding the needs and requirements of the India Railways for both short term and long term projects.
. Interface with RDSO and DLW on tenders to ensure technical requirements are understood and develop clarifications as necessary. Negotiate technical requirements where appropriate and provide the customer with alternative solutions where such alternatives best serves the overall objectives.
. Support integration and technical interface management on development of new products including locomotive models, sub-systems, feature enhancements, hardware, and software. This will often require interfacing with engineering in USA, the EMD commercial office in India, EMD project management, and the supply chain organization.
. Support verification activities in India. This includes analysis, lab testing, test inspection and demonstration at suppliers, as well as end product testing of locomotives.

Skills and Abilities:
. BS in Engineering, MS preferred.
. 10 years of experience relating to the design of diesel electric locomotives or of products with similar systemic complexities
. Broad multi-disciplinary technical background in the development of systems with a strong interest in discovery of creative solutions
. Knowledge of Systems Engineering principles including requirements definition and allocation, design of alternatives, and verification of a product to requirements. Knowledge of project management principles a plus. 6 sigma skills a plus.
. Ability to use Unigraphics solid modeling and or UG/MX a plus
. Knowledge of requirements management tools such as DOORS or SLATE a plus
. Ability to use SAP
. Excellent communication skills
. Excellent organizational skills working in a multi-national team environment.
. Demonstrated ability to manage other engineers
Education / Training:
BS in Engineering, MS preferred.
10 years of experience relating to the design of diesel electric locomotives or of products with similar systemic complexities
